0166(3)(b) Licensor observed the safest exit gate located on the outdoor play was the chain link exit gate that was padlocked. 0166(3)(c) Licensor observed sleeping cots stored outside the woddlers classroom partially blocking the fire exit door. Licensor observed 4 infant car seats stored in the hallway partially blocking the pathway to the front door exit.
